From time to time I see standard road 14's with bright and shiny chrome or very highly polished wheels. Can anyone recommend a supplier and do they want old wheels in exchange?

I doubt someone is going to invest in a round of wheels just so it's an exchange kind of business, especially bike wheels. Rare is the custom work so you'll just have to find a paint stripper, and then a chrome/polishing business near you or ship it and see if they will take it on.
Home he here at the garage, has a few rogue bars, buffing wheels, bullet buffers (for a better name), a drill press, an electric drill, a shit load of plastic bags and tape; to isolate the buffing wheel throwing off itself all over the garage. It's dirty work in that tiny booth. You'd have to find a good quality can of paint stripper and start in.
Eastwood comes to mind for buffing products.

You probably can do this to your OEM wheels yourself. Aircraft paint remover and some polishing compound. Probably need a polishing once a year to keep it shiny. All out chrome, you will need a pro to do that. Polished aluminum is going to be the brightest but not the most mirror-like. You can come close.

my zx came with the dark gray rims and was the only thing I did not like about it
so I did the aviation paint stripper method took probably 4-5 hours the masking tape took the longest the rest
was actually easy, I think it looks much better, the best improvement in my opinion, cost was about 20 bucks for
the stripper

Speedy, the polished wheel lips look nice, I haven't seen my bike with that change before, I like your taste!
